Abstract:
This data set represents the spatial distribution of Visual Resource Management designations for the proposed plans in the current land use planning effort. The polygons are attributed as Class I, aimed at preserving existing landscape; Class II, aimed at retaining the existing landscape while allowing low levels of landscape change that don't attract attention; Class III, aimed at partially retaining the existing landscape while allowing for moderate levels of landscape change that don't dominate the view of the casual observer; and Class IV, aimed at providing for management actions that may require major modifications to the landscape character.

For regional analysis and display at 1:24,000. This dataset was prepared/acquired for use in Arizona BLM resource management planning process. The data set is intended to represent the proposed VRM classes emerging from the land use planning process and for day-to-day management of visual resources if the proposed plan is authorized.

This data should not be used at a scale larger than 1:24000. The data and corresponding attributes are only as accurate as the source maps from which they were obtained, and may vary depending on the data and method of acquisition. This data is suitable for regional planning, management decision support at intermediate scales (i.e. 1:24000 or smaller), and cartographic purposes. The data is not suitable for analysis at scales larger than 1:24000. If the Receiving Agency (RA) has modified the data in any way, they are obligated to describe the types of modifications they have performed on hardcopy maps utilizing the data. RA specifically agrees not to misrepresent ASDOGID datasets or to imply that any changes made were approved by BLM ASDO or NPS. This dataset covers BLM-managed land in Arizona
Overall horizontal accuracy for this data is not greater than national mapping accuracy standards (NMAS) for USGS 1:100,000 scale source maps. Horizontal positional accuracy for the digital data set was tested by visual comparison of the source data with hard copy verification plots.
Management planning team knowledge of areas exhibiting characteristics as a visual resource.
The three components that make up VRM inventory were digitized from 100k scale manuscript maps. These three layers were VRM distance zones (vrm_dzone), VRM sensitivity (VRM_sens), and VRM scenic quality (sq_inv). They were then combined and the criteria for VRM inventory (based on Manual 8410 - Visual Resource Inventory) were used to create new VRM inventory layer.

Alternatives B, C, and D for VRM were created based on the emphasis of each alternative.

Based on input from managers, various VRM polygons were created from parts of Alternative B, C, and D to represent Alt. E's array of landscape management protection.

Core planning team, managers and cooperating agencies review and comment on initial polygons. Various changes are made over the life of plan development.

VRM Alternative E is used as basis for VRM_FEIS, which is the proposed plan. Based on public comments following review of the draft plan, modifications to the data were made, using data from Alternative A. More VRM Class 2 was added to Grand Canyon - Parashant National Monument.

Due to NPS Proposed Wilderness layer being adjusted (based on actual 1979 maps and 100 ft buffer from route centerline) the old arcs were removed from VRM_FEIS and the new arcs were added.
